“No Water, No Trade, No Mercy”: Apartheid Charter in Faisalabad Village Demands Total Boycott of Ahmadis

Extremist-backed order outlines complete societal expulsion of Ahmadis in Chak 275-RB, State silence signals complicity

The International Human Rights Committee (IHRC) strongly condemns the circulation of a disturbing document from Chak 275-RB, Kartarpur, District Faisalabad, Punjab, Pakistan calling for the systematic apartheid of the Ahmadiyya Muslim community. This letter, publicly endorsed by local religious and communal leaders, is not only discriminatory—it is a direct threat to the safety, dignity, and survival of a peaceful religious minority.

The document outlines a comprehensive plan to socially, economically, and religiously erase Ahmadis from village life, including cutting off access to water—a move that constitutes a gross violation of international humanitarian norms.

The following points from the letter reflect the shocking depth of apartheid being enforced:

  1. Water Deprivation: Ahmadis will be denied access to any form of water—whether pumped or from the canal system. A complete boycott of all water sources is to be enforced.
  2. Educational Discrimination: Schools or institutions with Ahmadi teachers or students will be boycotted. Ahmadi staff are to be dismissed, and students excluded from all non-academic participation.
  3. Healthcare and Religious Repression: No one will consult Ahmadi doctors or visit their medical facilities. Ahmadis are also barred from reading or possessing the Holy Qur’an.
  4. Transport Ban: All transportation services owned or operated by Ahmadis will be completely boycotted.
  5. Commercial Boycott: Shops, businesses, and homes of Ahmadis are to be avoided. Muslims are warned against any form of buying or selling with them.
  6. Skilled Labor Ban: Electricians, mechanics, or manual workers from the Ahmadi community are blacklisted.
  7. Punishment for Association: Muslims who purchase flour or other goods from Ahmadi shops will themselves be subjected to community-wide boycott.
  8. Land Reclamation: Muslims who have given land to Ahmadis must immediately reclaim it. Those maintaining relations with Ahmadis will be banned from participating in Muslim funerals or other religious events.
  9. Agricultural Machinery Boycott: No dealings are allowed with Ahmadi-owned tractors, trolleys, or related services.
  10. Construction Exclusion: All building or development projects linked to the Ahmadi community will be shunned.
  11. Surveillance & Fundraising: A committee will be formed to enforce this apartheid, with funds collected under the guise of defending the Finality of Prophethood.
  12. Penalties for Noncompliance: Any Muslim who interacts with Ahmadis in violation of these points will be boycotted and cast out from the community.

IHRC Calls for Immediate International Action

We urge:

  • The Government of Pakistan to immediately investigate and prosecute those responsible for drafting and disseminating this apartheid manifesto under laws relating to hate speech, incitement, and discrimination.
  • The United Nations Special Rapporteurs on Minority Issues and Religious Freedom to initiate an urgent inquiry into systemic persecution of Ahmadis in Pakistan.
  • International governments and human rights bodies to hold Pakistan accountable for its repeated failure to protect religious minorities.
  • Global media and civil society organizations to raise the alarm on this escalating campaign of religious erasure.

The water boycott alone is an act of collective punishment that may constitute crimes against humanity. To remain silent is to condone apartheid. The time to act is now.
