“A Call to Genocide” – TLP Leader Naeem Chatta Qadri Calls for Mass Murder of Ahmadis

The international community, including the European Union, USA, and UK, must act now

The International Human Rights Committee (IHRC) urgently calls for immediate intervention as hate speech and incitement to genocide against the Ahmadiyya Muslim community escalate in Pakistan.

Recent speeches by Naeem Chatta Qadri, a leader of Tehreek-e-Labbaik Pakistan (TLP), have openly called for the mass killing of Ahmadis, targeted attacks on women and children, and threats against Ahmadi law enforcement officers.

This coordinated campaign of hate has already led to violence, persecution, and attempted murder of Ahmadis in Mandi Bahauddin and other districts. Urgent international action is required to prevent large-scale atrocities.

Hate Speech and Calls for Mass Murder

In a March 2025 speech, Naeem Chatta Qadri explicitly called for the murder of Ahmadis, stating in a video[1]:

“Their throats should be slit, and we will do so, God willing.”

He further dehumanized the Ahmadis, labeling them:

  • “Apostates, heretics, filthier than the urine of swine.”
  • Unworthy of any rights or protections, promoting their extermination.

His speech reinforces Pakistan’s discriminatory laws, advocating the banning of Ahmadi religious identity while encouraging mob violence and state-led persecution.

Escalating Persecution in Mandi Bahauddin

Qadri has played a leading role in inciting violence in Mandi Bahauddin, directly contributing to threats, physical attacks, and a climate of fear among Ahmadis.

Key Atrocities:

  • Targeting Pregnant Ahmadi Women: In 2022, Qadri called for attacks on pregnant Ahmadi women to prevent Ahmadis from being born, a clear act of genocidal incitement.
  • Threats to Ahmadi Police Officer: In October 2023, Qadri demanded the removal of an Ahmadi SP, referencing the assassination of Salman Taseer, implying the officer should be killed.
  • Mob Violence & Attempted Murder: Following his incitement, a young Ahmadi man was shot and critically injured, further intensifying fear in the community.
  • Hate Material & Social Media Amplification: Extremists, emboldened by Qadri, distributed hate pamphlets, and TLP networks spread violent propaganda via social media.
  • These actions have led to Ahmadis in Mandi Bahauddin living in constant fear, facing direct threats to their safety and lives.

An Unfolding Crisis Requires Urgent Intervention

The persecution of the Ahmadiyya Muslim community in Pakistan has reached a critical and dangerous level. Extremist groups, backed by state inaction, are openly inciting violence, murder, and systematic oppression of Ahmadis.

Key Alarming Trends:

  • Escalating Religious Persecution: Ahmadis face daily threats, arrests, and mob violence, with extremist leaders like Naeem Chatta Qadri publicly calling for their extermination.
  • State Complicity & Legal Discrimination: Pakistan’s laws (Sections 295 & 298) criminalize Ahmadi religious identity, enabling persecution under the guise of legality.
  • Targeted Killings, Mob Attacks & Looting: Extremists, emboldened by hate speech, have murdered Ahmadis in targeted attacks, led violent mobs against their communities, and looted their homes with impunity.
  • Demolition & Desecration of Ahmadi Mosques: In Pakistan, Ahmadiyya mosques have been systematically demolished, vandalized, and desecrated, with a sharp escalation in 2024. Extremist groups, often with state complicity, have razed places of worship, defaced sacred inscriptions, and violently prevented Ahmadis from practicing their faith.

The International Community Must Act Now:

This incitement to violence and murder is inconsistent with international norms and values concerning freedom of religion and belief, as enshrined in Article 19 of the Universal Declaration of Human Rights (UDHR), on the freedom of religion, and Article 18 of the International Covenant on Civil and Political Rights (ICCPR), which was ratified by Pakistan in 2008. Three other UN human rights treaties, as well as numerous General Assembly Resolutions and Human Rights Committee comments, prohibit religious discrimination. These speeches make it to viral social media posts and videos also violate Pakistan’s own National Action Plan as well as the recently enacted cybercrime laws because it fuels hatred, discrimination and persecution against members of the Ahmadiyya Muslim Community in Pakistan.

The IHRC calls upon global governments including the European Union, United States, and United Kingdom to take immediate action against this worsening crisis:

  • Engage with Pakistani authorities to halt state-enabled persecution of Ahmadis.
  • Impose sanctions on officials who fail to act against hate speech and religious violence.
  • Hold extremist groups accountable for inciting mass violence and hate crimes.
  • Pressure social media platforms to remove content that spreads anti-Ahmadi incitement.
  • Provide asylum and protection for Ahmadis at imminent risk of violence.

If urgent intervention does not happen now, this escalating persecution will lead to further bloodshed, mass killings, and a humanitarian disaster.
