LICENSED TO KILL: PAKISTAN’S GENOCIDE OF AHMADIS NOW TARGETS ITS HEALERS
Targeted for Faith, Hunted by Hate—The Genocide of Ahmadi Muslims Continues Unchecked
ANOTHER AHMEDI KILLED IN COLD BLOOD: PAKISTAN’S SILENCE IS COMPLICITY
The International Human Rights Committee (IHRC) strongly condemns the assassination of Dr. Sheikh Mahmood Sahib, a respected 58-year-old Ahmadi Muslim and leading gastroenterologist in Sargodha, Punjab, Pakistan. He was gunned down on 16 May 2025 within the premises of his own hospital—shot twice in what appears to be a premeditated act of religiously motivated terror.
This is the fourth Ahmadi murder in the last month alone, and yet again, the State of Pakistan has failed to act.
A DOCTOR, A HUMANITARIAN, A MARTYR
Dr. Mahmood was more than a medical expert—he was a humanitarian, a healer, and a man of immense humility and compassion. Known throughout the Sargodha, Punjab, he served thousands with dedication despite sustained threats from extremist anti-Ahmadi elements.
He had been previously forced to quit his medical position due to pressure from these groups but continued to serve privately—until he was executed.
A KILLING DISGUISED AS CLEANING: THE ‘SUTHRA PUNJAB’ ASSAILANT
According to initial reports and eyewitness accounts, the assailant gained access to Dr. Mahmood’s clinic by dressing in a “Suthra Punjab” uniform—typically worn by sanitation workers. Posing as a cleaner, the attacker entered the premises and fired two bullets at Dr. Mahmood at close range, fatally wounding him.
The nature of the disguise and method of attack suggest a planned, ideological assassination, not an isolated act of violence.

TERROR AS POLICY: STATE-SANCTIONED GENOCIDE AGAINST AHMADIS
This targeted killing is part of a broader, systemic pattern of religious apartheid and genocidal persecution against the Ahmadiyya Muslim community in Pakistan:
- Weaponized laws (PPC 295-C, 298-B/C) criminalizing Ahmadi faith and practices.
- Mob justice and blasphemy vigilantism openly enabled by extremist groups like Tehreek-e-Labbaik Pakistan (TLP).
- Police and state silence that emboldens further violence.
- Media suppression and religiously biased rhetoric fuelling hatred.
THE VICTIM’S FAMILY AND LEGACY
Dr. Mahmood leaves behind an aging mother, his grieving wife, two daughters, and two sons. His family—now facing trauma and fear—calls not just for justice, but safety for all Ahmadis in Pakistan.
IHRC DEMANDS IMMEDIATE INTERNATIONAL RESPONSE
The International Human Rights Committee (IHRC) urgently demands:
- A full and transparent investigation into the murder of Dr. Mahmood.
- Arrest and prosecution of the identified assailant and any collaborators.
- Immediate protection for Dr. Mahmood’s family.
- International sanctions and accountability measures against Pakistan for ongoing religious persecution.
- The designation of Tehreek-e-Labbaik Pakistan (TLP) as a terrorist organization by international bodies.
- Repeal of apartheid laws targeting the Ahmadiyya community.
THE WORLD MUST NOT LOOK AWAY
Religious minorities in Pakistan live in fear, their lives endangered simply for existing. Dr. Sheikh Mahmood’s death was not a tragic accident—it was premeditated, ideological, and preventable.
The international community must recognise this for what it is: a genocide in motion.
Silence is no longer neutrality. Silence is complicity.
